International Transport Regulations 39 1.11 Lithium batteries in vehicles Vehicles powered by lithium batteries UN 3171 Battery-powered vehicles Class 9 This entry applies to vehicles powered by lithium metal or lithium ion batteries which are transported with these batteries installed. Lithium batteries must meet the provisions of ADR § 2.2.9.1.7, IMDG § 2.9.4, IATA § 3.9.2.6.1 which include, inter alia, to pass all the requirements of the Manual of Tests and Criteria, subsection 38.3; these test requirements not apply to prototypes and production runs ≤ 100 cells and batteries. Vehicles are self-propelled apparatus designed to carry one or more persons or goods. Examples of such vehicles are electrically-powered cars, motorcycles, scooters, three- and four-wheeled vehicles or motorcycles, trucks, locomotives, bicycles (pedal cycles with a motor) and other vehicles of this type (e.g. self-balancing vehicles or vehicles not equipped with at least one seating position), wheel chairs, lawn tractors, self-propelled farming and construction equipment, boats and aircraft. Note 1: According to ADR and IMDG, "UN 3171 Battery-powered vehicle" includes also vehicles carried in a packaging. In this case some parts of the vehicle may be detached from its frame to fit into the packaging. Note 2: According to IATA, lithium ion batteries which have been removed from the vehicle and are packed separate from the vehicle in the same outer packaging must be offered for transport as "UN 3481, Lithium ion batteries packed with equipment" and Packing Instruction 966 applies. Note 3: Equipment powered by lithium metal batteries or lithium ion batteries must be consigned under the entries • UN 3091 Lithium metal batteries contained in equipment or • UN 3091 Lithium metal batteries packed with equipment or • UN 3481 Lithium ion batteries contained in equipment or • UN 3481 Lithium ion batteries packed with equipment, as appropriate. Examples of equipment are lawnmowers, cleaning machines or model boats and model aircraft. ADR: Not subject to ADR. Provisions of ADR do not apply to Lithium batteries installed in a vehicle, performing a transport operation and destined for its propulsion or for the operation of any of its equipment. Dangerous goods, such as batteries, airbags, fire extinguishers, compressed gas accumulators, safety devices and other integral components of the vehicle that are necessary for the operation of the vehicle or for the safety of its operator or passengers, shall be securely installed in the vehicle and are not otherwise subject to ADR, However, lithium batteries shall meet the provisions of 2.2.9.1.7. IMDG: Not subject to IMDG Code if special provision 961 is fulfilled SP 961 - Not subject to IMDG Code if they are stowed on a roll-on/roll-off ship or in another cargo space designated by the Administration (flag State) as specifically designed and approved for the carriage of vehicles and there are no signs of leakage from the battery, engine, fuel cell, compressed gas cylinder or accumulator, or fuel tank when applicable. The lithium batteries shall meet the provisions of 2.9.4. Fully Regulated, if special provision 961 is not fulfilled. SP 962 - Vehicles powered by lithium batteries not meeting the conditions of special provision 961 shall be assigned to class 9 and shall meet the following requirements: • vehicles not show signs of leakage from batteries,
